The Village of Spring Lake has adopted the Council/Manager form of government. Under this form of government, the Village Manager acts as the Chief Administrative Officer of the Village, appointed by the Village Council. The Manager is responsible for directing the administration of the Village government. The Manager’s Office coordinates the activities of all Village departments. The Manager appoints all department heads, with the exception of the Village Clerk/Treasurer. The Manager is responsible for the preparation and administration of the annual budget and the long-range capital improvement program, implementing the policies adopted by the Village Council, and managing the Village’s human resources activities. The Manager’s Office prepares the Village Council agenda and is responsible for providing information to the public.

Section 7.05 of the revised Spring Lake Village Charter provides for the election of a Village Clerk/Treasurer.

The Village Council elects the Clerk/Treasurer based upon a recommendation from the Village Manager.
The primary responsibility of the Treasurer is to maintain the Village’s financial records in accordance with the Village Charter, State law and generally accepted accounting principles (GAAP).

The Clerk/Treasurer attends all Village Council meetings, prepares the minutes, posts any meeting notices that are necessary to carry on the business of the Village of Spring Lake.

The Village is responsible for holding an election every two years for the purpose of election a Village President and three members of the Council. All State and Federal elections are the responsibility of Spring Lake Township. With the computerization of voter records in the State of Michigan, the township maintains the voter files for the Village of Spring Lake.

The Clerk/Treasurer maintains the General Ledger, and is responsible for the investing of Village funds, balancing checking accounts monthly, and paying all of the accounts payables.

The Clerk/Treasurer prepares and disburses the payroll, and maintains all information regarding an employee, such as insurance, retirement and attendance .

The Clerk/Treasurer collects village taxes, both real and personal, and posts payments to property accounts, reconciles tax rolls and prepares the roll to be given to Ottawa County Treasurer for the Revolving Fund. On March 1 of each year all delinquent taxes are turned over to the Ottawa County Treasurer for payment. Tax bills are printed and mailed by the Ottawa County Property Description and Mapping.

Since the Village is located in the Township of Spring Lake, the Township Assessor maintains the assessing records for the Village. Questions regarding your property value should be directed to Jim Bush at 842-1340.

The Department of Public Services’ major areas of responsibility include: maintenance of streets, sewer and water main repair and maintenance, equipment operation and maintenance, maintenance of municipal parks, planting and removal of street and park trees, placement of holiday decorations, and providing logistical support for the "Spring Lake Heritage Festival" and other programs sponsored by other community agencies.

Are you looking for information on building, planning and zoning issues in the Village of Spring Lake? Kathy Staton is the person to see in that department.

The Building and Zoning Department receives and reviews all applications for Building Permits for compliance with applicable building codes and zoning requirements.


  • A building permit is required for the construction of all new structures, alterations and structural repairs.
  • A permit is also required for the demolition of structures.
  • Other permits and reviews include Sign, Fence and Flood Plain Reviews.

In 1989, the Spring Lake and Ferrysburg Police Departments combined to form one department which was designed to provide high quality police services while controlling expenditures. The Spring Lake/Ferrysburg Police Department provides 24 hour police services to the Village of Spring Lake and the City of Ferrysburg and serves a total population of 5,456 residents.

The department is located within the Spring Lake Village Hall with a satellite office at the Ferrysburg City Hall. The department is part of the Ottawa County Central Dispatch 911 system. The police department is open weekdays from 8:00 a.m. to 5:00 p.m. There is always at least one officer on duty and if there is a need to contact an officer, a call can be placed to 911 if an emergency or (616) 842-1640 if a non-emergency. There are also phones located in the lobby of the Spring Lake and Ferrysburg offices which have a direct line to Central Dispatch.



Spring Lake Township Fire Department

The Spring Lake Township Fire Department provides around-the-clock fire protection and first responder medical services for the Village residents. The Department is made up entirely of persons who serve the community as paid volunteer firemen. The Village contracts with Spring Lake Township for fire protection services and some Village residents, business owners and employees serve on the department. A portion of this annual contractual obligation is set aside by the Township to be used for equipment and vehicle replacement.

Spring Lake Recreation Department

The Village contributes to the Spring Lake Area Recreation Department along with Spring Lake Township, Crockery Township and Spring Lake Public Schools. The Recreation Department coordinates various programs including the Spring Lake Beach Program, the swimming program and Central Park activities.

NOWS

The Village of Spring Lake purchases water from the Northwest Ottawa Water System (NOWS) for distribution to its 1,200 customers.

The use of NOWS water replaced a system that had been very efficient and cost effective since it inception is the early 1900s. This change too place in April 1992 at the end of a long process that began as the result of the discovery of TCE and PCE in the VIllage's groundwater water aquifer in 1987. The Village has discarded a groundwater-based sypply system in favor of connecting to the Lake Michigan-based NOWS. This conversion has been costly and has alredy had signigicant water rate and millage levy implications. The Village, however, has been able to provide high-qulaity water to its residents through this conversion.

In 1973, the Grand Haven/Spring Lake Sewer Authority began operating a new wastewater treatment facility under contract with the City of Grand Haven to provide wastewater treatment services for the Village of Spring Lake and the City of Grand Haven. Since then, the Village has paid a proportional share of the expense for operating this plant.

The community promotion activities includes payment to the City of Grand Haven for the Harbor Transit System. Grand Haven administers the Harbor Transit Program for the Village of Spring Lake, Spring Lake Township and the City of Ferrysburg. These Communities, in turn, reimburse the City of Grand Haven for their local share of Harbor Transit expenses during the year.
